I would be surprised if Russia were to make any move towards reopening Nord Stream. The USA destroyed the pipes, and it is presumably a matter of indifference to Russia whether they are repaired or replaced. It has plenty of other buyers for its cheap and reliable oil and gas. If anyone wants to make a reasonable offer, no doubt it will be considered like any other commercial offer. But if Europe wants to buy gas through Nord Stream, it will presumably have to fix the pipes itself.
